Frost Crown (Anja) He is one of the best tanks/supports in the game. He can provide shields to his team, proportional to his max HP.
Forest Guard (Asura) He is an exceptional sniper, who can kill most enemies with one shot. He is reliable in the early game, as well as later in the game, hence his place at the top of the Cat Fantasy tier list.
Purifier's Waltz (Hailey) can penetrate enemy DEF, which is a must-have unit in late game. You're good to go if you have her and Crown of Frost (Anja).

Embers in the Darkness (Danica) She's gotten a lot of nerfs, but she's still a high-tier unit that's worth having. She can be farmed, so upgrading her will be pretty easy.
Fight Mode (Shiro) She is a powerful damage dealer that can be considered the closest to S+ tier. If you have her, she can carry you to the end of the game with the right team.

Marine Maverick (Echo) can be obtained from the Arena as a duplicate, and is the “less powerful” version of Frostcrown (Anja), so it can be very useful as a support.
Shining Knight (Echo) reduces enemy SP, so if you're having a tough time, it can be a great unit to play and help you avoid taking damage.
Scarlet Samurai (Minami) It's a unit that can tank and also deal damage, but sadly it's not as good as a damage dealer or a standalone tank, which is why it's placed in the A tier. It has a taunt, so that's a nice little addition to its kit.

Good old days (sunny) It is an SSR unit that can ignore the target's defense when attacking, and the only reason it doesn't have a higher rank at the moment is because there are other units that can do it, but better.
Crimson Charm (Triss) Deals AoE damage to enemies, but its scaling isn't great. It can be used early on, but drops off towards the end of the game.
Soul Taker (Reaper) It is quite acceptable for PvP, as its passive ability reduces the enemy's defensive capabilities, which can sometimes come in handy.

Mighty Bunny (Bun Bun) could be something, but currently there is a lack of units to make this fun unit work. Bun Bun could make a fun team that focuses on DoT and Crit for good synergy.
Duck and Roll (Poppy) It's a fun unit, as it can scare enemies and reduce their ATK. It also has a taunt, but is quite fragile.

At the bottom of the Cat Fantasy tier list, we have units that are not worth investing in. They are R-rank, so I recommend you avoid using them. Instead, use a SR character like Lovely Makeup (Mia) or Truths & Ink (Yunpei). They are very useful, as they can be upgraded and maxed out before SSRs, and you won't waste resources.

Should You Start Over With Cat Fantasy?
In my opinion, this game doesn't exactly require you to reroll. I've played games like Epic Seven where if you didn't reroll, you couldn't play. However, that's not the case here. You can play with any unit you get and with the login bonus you'll get 300 summons which will definitely give you something good, at least an SSR.
How to Reroll in Cat Fantasy
If you really want to reroll, you can just log in as Guest, play the tutorials, and then redeem the codes. Make as many summons as you can and if you get one of the higher level units, then bind your account.
If you haven't gotten any of the top rated units, clear the app data (Settings > Apps > Cat Fantasy > Clear Data). You'll have to restart and play through the tutorial and redeem the codes, but you can try your luck over and over again.
